I am looking for a photocell that regulates voltage and not just resistance? Has anyone seen a photocell like this?

It is more likely that you will get a useful response if you state what it is that you intend to do. There may be alternative methods of achieving your goal rather than searching for a very specialized device.

Yes. It is for a crestron control processor. It can sense changes in a 9 volt load. Been trying to find a photocell that will dim a 9 volt load. It seems most photocells come with a simple on/off contact closure?

Photo controls do not "regulate" voltage. They are simple on/off switches. You would need a voltage regulator instead.
