The manual states that they should be mounted on a wooden panel screwed to 2x4s.

My opinion, from the manufacturer's standpoint, is that you are on shaky ground deviating from manufacturer's guidelines. A few slaient points about transformer mounting:

1. NEC code specifies that the bottom of the transformer must be mounted at least 12 inches from the ground.

2. Certain electrical components such a circuit breakers are meant to be mounted vertically and may not function optimally in any other orientation.

3. The transformer's housing is constructed with a vertical installtion in mind. Knockouts, hinges, doors, etc. may not direct water properly and may cause problems.
