Transformer turning on and off

Why would a transformer turn on and off? It is a 600 Watt with 30 - 20 watt fixtures. the manufacturer states that the transformer may be loaded 100 percent, so I'm not sure why this is happening. Just replaced the photo cell, so I know that is not the problem.

Any advice? Thanks !!!

thermal cycling

The post "the bullet proof transformer" in this forum (search "thermal) touches on this topic. It may be that your transformer has internal auto-reset thermal breakers that trip when overheated and reset when they cool. This type of thermal overload protection is merely a bi-metal strip that makes or breaks contact to the primary. Overheating is most commonly a dead short somewhere on the secondary lines i.e. the two conductors are making contact.

Is the photo cell wired backwards ?
Constant On and off switching indicates that or you have a light shining on it.
